Nothing is under $100 in Alberta... every shop that does drive shaft work has labor rates north of $100/hr. Four feet of the correct DOM tube, is already $50 ish plus their mark up. My "re-tube" was $500. This is what Nick was complaining about regarding how expensive stuff is here. Now with our dollar low, even US parts are spendy. Retailers here are brutal.
Start with the multi wire switch on top of the steering column?
I guess you need to find out what wire powers the backup lights first so a wiring diagram would be a great first start

The reverse switch isn't in the column, it's on the upper driver side of the transmission. Unplug it and see if you have power there with the key on. If you do, jumper the connector and if the lights come on then its the switch, if not then it's in the harness leading to the taillights or most likely just a ground problem.
I would use the washers.
