Do the governor springs affect the fuel curve at all, or just allow the pump to deliver fuel up to a higher rpm?
 
Yes it spreads the curve higher.

So if I'm understanding this right...the fuel curve is the same as stock, it just extends it to a higher rpm in a proportionate amount.

Doesn't matter. Watching anyhow.

The thing to remember when thinking about this particular injection system and pump design is its a MIN MAX governor. The springs and butterfly weights sets the exact speeds at base idle and MAX idle. Diesel strictly uses fuel to change engine speed and to pickup load while maintaining engine speed.

Operator input doesn't act directly on the fuel rack. As one would think. The fuel lever goes through the governor assembly to the rack. So it can automatically and independantly adjust fuel rate for load changes without operator input.

So yes the governor springs allow the engine to spin faster. But no it doesn't change the maximum amount of fuel you get. It stretches whatever fueling you have setup in the pump with the fuel plate and aneroid fuel control.

Now about that fuel plate and star wheel....
After the couple mods we've done so far, is it ok to run the stock fuel plate and star wheel in the positions they are in until I get it up and running and the bugs worked out of it, then do some tweaking in those areas?
 
For sure. Drill out the safety screw on the AFC housing now while it's easy to get at with the injection lines off. And change all 5 of the screws to metric socket head. It'll just make it easier for you in the long run for doing adjustments.

pretty much anything you can do to a 5.9 can be done to 8.3 .......within reason

Edit: ok so that really depends on which 8.3 if it has the Bosch inline pump you can do quite a bit to it . A few of the Aftermarket companies do make stuff for them do to there popularity in the RV market.

So bumping the timing should be a no cost option at least?

Moeller (same brand as the Ryoken Green zinc primer) This stuff stands up pretty good for a spray can,
Bolt on stuff will be a Moeller Red (cuz the truck will be red someday)
