I think you can use the stock crank assy. with the flywheel and dampner that it has been run with, and those themselves wouldn't necessarily need a re-balance. Scott (4x4high) would know for sure, but I think the rods/pistons are balanced as units, but also play into the total reciprocating mass that includes the counter weights on the crankshaft.
So if I'm correct, and your close to the stock weight that was on the crank, with the new parts, you may be ok, up to a point.....I would think your machinist would guide you on this, but I would be surprised if he doesn't want to balance the whole assy to be sure if your running it up to 6K.

I think I'm going to end using the flywheel and dampener already on the engine. Maybe a new dampener, I don't think that would throw off the balance, I'll have to ask. I have even seen arguments made as to whether or not you really even need to balance an engine also, it does seem like a good idea though.
I'm not sure about the 6k, that would be the absolute max, 5500 would probably be as high I would want to go.

. The big block with open headers will be music to my ears. 
At least it won't really be a "budget" build anymore, All decent quality parts going into it now, and hopefully I don't need to worry about anything.
