On square bodies you do--there is a bolt in the center of the fuse block that holds the two halves together..if that is what your working on..
 
There are 2 screws holding it to the firewall. Pull the flasher, if I remember correctly.
And yes, the engine side needs to be unplugged as well, as said earlier.
 
Any wiring that comes out from between the two interior "halves" of the panel are likely crimped into the brass terminal strips that hold all the fuses. Not a big deal to cut I suppose. Pretty sure I saw the brass terminal strips being sold on Mouser, but again, just made me want to go with a more modern fuse panel.
