You don't get rid of it so you can air down to insane amounts you get rid of it because it is tall enough that even at moderate pressures you can pinch the sidewall between the run flat and a rock and that will rip the sidewall out.
I hate cutting em down. I got my runflats specifically for my pit bull 42s they went in super slick, I had run stock inserts before then and I not only had to cut the run flat section off but had to trim the edges of them too.
I have never not had to trim the edges of the runflat. All the bead bundles are different on every tire but not so different I can't use my runflats on say a swamper, but different enough if I were to run a smaller tire that was a radial I could not use my pvcs.
Maybe its cause I have done several sets, what a pain.
